Supporting US Army Information Systems Engineering Command, Fort Detrick, MD

-Provide engineering design guidance to Government program management as it pertains to telephone and network modernization requirements by completing site surveys of existing and new facilities. Documentation gathered during these surveys is used to procure services and equipment in the engineering, installation, quality assurance, and cut over activities of administrative telephone systems (Avaya CS2100, 8700-8800, 1000, AS5300, MG9K, Cisco 7600 routers and 6500 series switches, Cisco Unified Communications Manager) at U.S. Army installations. Examples of systems and protocols that are installed in these production environments include the following: SONET, DWDM, VoIP, SIP, MPLS, BGP, and FOC technologies.

-NCI Team Project Manager and Technical Lead supporting the SIPRNET, Quality Control and I3MP Unified Capabilities voice and network modernization at U.S. Army installations.  Manage the telecommunication and network infrastructure implementation team from inception to completion of large modernizations and expansions from legacy voice and data systems to IP Unified Communications.  Including VoIP technology and High Availability architecture.

-NCI Provisioning Project Owner (PPO) for the Battery Replacement effort at U.S. Air Force Installations.  Responsible for monitoring and managing project milestones, schedules, risk, project status reporting, system installation plans, as-built configurations and system acceptance test documentation.  Responsible for the supervision of contract personnel and performance of Contractor-related functions.

-Support U.S. Army installations with the following programs:  Installation Information Infrastructure Modernization Program (I3MP), Base Relocation and Closure (BRAC) Program, Long Term Life Cycle Support (LTLCS) program.  Managed surveys of all LAN/WAN network servers and applications at Army customer sites.

-Managed the telecommunication infrastructure implementation team from inception to completion of large modernizations and expansions from legacy voice and data systems to IP Unified Communications.

 

April 2005 – Sept 2007     Senior Engineer, Qwest Government Services Division, Chantilly, VA

-Manage the installation and maintenance of all QWEST inside plant and outside plant telecommunications equipment for government facilities.

-Perform implementation and provisioning projects from inception to completion to provide connectivity of DS-1, DS-3, OC3 -192 and wavelength paths.  Perform testing of circuits using Bit Error Rate Testers, OTDRs, Optical Powers Meters and other optical test equipment.

-Setup and maintain project schedule provide daily updates to customer and Qwest management. Perform pre-construction site surveys.

-Develop Engineering Design Packages and Change Proposals (EDP/ECP), including the scope of work (SOW) and cost estimates.

 

Oct 2004 – April 2005     Fiber Optic Design Engineer, Bechtel Telecommunications Corporations,

Frederick, MD            

-                      Using MapInfo, IDDS/ICGS, MicroStation J and Verizon Fiber Engineering Design directives, responsible for the design of the Fiber Distribution Network from the Central Office to the Customer Premise for the Verizon FTTP project. Design includes using existing conduit, manholes, vaults, pull-boxes, aerial equipment and placing new equipment where required.

- Responsible for the design, engineering and implementation of Outside Plant (OSP) infrastructure, facilities, and electronics to meet service demand for DS1, DS3, OC3-192, FTTP and DSL circuit orders.
